App accessibility statement (iOS)

The Meteorological Service of Catalonia is committed to making its application accessible in accordance with Royal Decree 1112/2018, of 7 September, on the accessibility of public-sector websites and mobile applications (hereinafter Royal Decree 1112/2018) and Decree 216/2023, of 5 December, on the accessibility of websites and mobile applications of the Administration of the Government of Catalonia and its public sector (hereinafter Decree 216/2023).

The content below is not accessible for the following reasons:

  • Lack of conformity with Royal Decree 1112/2018, of September 7:
    • There is information that, although visually perceptible, is not conveyed to assistive technologies such as screen readers. Examples include: visually grouped elements that are not identified as lists, table-formatted data, headings, identification of content regions, relationships between labels and controls, etc. (UNE-EN 301549:2022 Criterion 11.1.3.1)
    • Content display is not adequate when the screen orientation is changed on a mobile device. (Criterion 11.1.3.4)
    • Colour is used to convey information without providing any alternative means. (Criterion 11.1.4.1)

Communications

Communications regarding accessibility requirements (article 10.2.a of Royal Decree 1112/2018) can be made through the following contact box or by phone 935676090.

For example:

  • Report any possible breach by this mobile application.
  • Transmit other content access difficulties.
  • Formulate any other query or improvement suggestion regarding the accessibility of the mobile application.

The communications will be received and transferred by the General Directorate of Digital Services and Citizen Experience, of the Department of the Presidency, as the Unit Responsible for Web Accessibility in the regional area.

Requests for accessible information and complaints

To make requests for accessible information and complaints (article 12 of Royal Decree 1112/2018) you must access the “Accessible content” procedure and follow the “Request accessible information or make a complaint” modality.

Any natural or legal person may:

  • Request information regarding content that is excluded from the scope of this regulation.
  • Submit complaints related to compliance with the requirements of Royal Decree 1112/2018.

Requests and complaints are registered in accordance with the requirements established by Law 39/2015 of October 1, on the Common Administrative Procedure of Public Administrations.

Application procedure

The application procedure included in article 13 of Royal Decree 1112/2018 can be started in the “Accessible contents” procedure through the “Reclaim a request” modality.

A complaint may be submitted if, after making a request for accessible information or submitting a complaint:

  • It has been dismissed.
  • The applicant disagrees with the decision taken.
  • The response does not meet the requirements of Article 12.5 of Royal Decree 1112/2018.

This procedure enables users to:

  • Understand and challenge the grounds for dismissal.
  • Request the adoption of appropriate measures if they disagree with the decision taken.
  • Explain the reasons why they consider that the response does not meet the required standards.

A complaint can also be initiated if 20 working days have passed without obtaining any response.

Complaints are received and processed by Department of Climate Action, Food and Rural Agenda as the hierarchical superior of the Responsible Unit for Accessibility (URA) of the Meteorological Service of Catalonia.

The commitment of the Meteorological Service of Catalonia for accessibility

This application implements the requirements of the UNE-EN 301549:2022 Standard, taking into account the exceptions provided for in Royal Decree 1112/2018.

The Meteocat application has been developed with the aim of ensuring universal access for all users, regardless of their physical, sensory or intellectual abilities, or their technical context of use (type of device, software, connection speed, environmental conditions, etc.).

Therefore, we work continuously to remove barriers that hinder access to information and communication.

The commitment of the Meteorological Service of Catalonia is to achieve “Double-A” (AA) conformity level, as required by European and Spanish legislation for public administrations.

Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 sets out the rules that Member States must follow to ensure that all public-sector websites and mobile applications, regardless of the device used to access them, comply with the accessibility requirements established in the UNE-EN 301549:2022 Standard, concerning accessibility requirements for public procurement of ICT products and services in Europe.

The UNE-EN 301549:2022 Standard is mainly based on the Web Content Accessibility Guidelines (WCAG) 2.1, of August 2018, specifically requiring conformity level AA. However, it also includes other additional mandatory and conditional requirements.

The Directive is binding but not directly applicable, which is why, at national level, a specific regulation was developed to define its scope and minimum requirements: Royal Decree 1112/2018, of 7 September, on the accessibility of public-sector websites and mobile applications.
