App accessibility statement (Android)

The Meteorological Service of Catalonia has undertaken to make its mobile applications accessible in accordance with Royal Decree 1112/2018, of September 7, on accessibility of websites and applications for mobile devices in the public sector (hereafter, Royal Decree 1112/2018, of September 7).

This accessibility statement applies to the meteocat mobile application, version 1.0.0 of the Android operating system.

The requirements of Standard UNE-EN 301549:2022 apply to this application, considering the exceptions of RD 1112/2018.

Compliance status

This mobile application is partially compliant with Royal Decree 1112/2018, of September 7. The non-compliant aspects are indicated below.

Content not accessible

The content below is not accessible for the following reasons:

Lack of conformity with Royal Decree 1112/2018, of September 7:

  • There are images and/or non-textual elements without alternative content. (criterion 11.1.1.1 of standard UNE-EN 301549:2022).
  • There is content information that, although visually perceived, is not guaranteed to be transmitted to support products such as screen readers. Some examples may include visually grouped elements that are not identified as lists, data in table format, titles, identification of content regions, relationships between labels and controls, etc. (criterion 11.1.3.1 of standard UNE-EN 301549:2022).
  • Content display may not be adequate when the screen orientation is changed on a mobile device. (criterion 11.1.3.4 of standard UNE-EN 301549:2022).
  • Color is used to convey information without offering any alternative. (criterion 11.1.4.1 of standard UNE-EN 301549:2022).
  • Contrast between textual and non-textual elements with the background may be insufficient for some users with visual impairments. (criteria 11.1.4.3 and 11.1.4.11 of standard UNE-EN 301549:2022).
  • Text resizing may cause some content to overlap, be cut off, or remain hidden. (criterion 11.1.4.4 of standard UNE-EN 301549:2022).
  • There are elements that are not activatable through keyboard or other emulator devices. (criterion 11.2.1.1 of standard UNE-EN 301549:2022).
  • Keyboard navigation does not follow a logical order in some content. (criterion 11.2.4.3 of standard UNE-EN 301549:2022).
  • There are titles or labels that do not adequately convey the theme or purpose. (criterion 11.2.4.6 of standard UNE-EN 301549:2022).
  • Keyboard focus is not always visible or does not have sufficient contrast with the background color. (criterion 11.2.4.7 of standard UNE-EN 301549:2022).
  • The primary language of the content has not been specified. (criterion 11.3.1.1 of standard UNE-EN 301549:2022).
  • Some forms lack sufficient labels and instructions. (criterion 11.3.3.2 of standard UNE-EN 301549:2022).

The method used to prepare the statement was an external accessibility audit carried out by the web accessibility consulting firm, TOTHOMweb, an auditor accredited by ENAC (National Accreditation Entity).

  • Report any possible breach by this mobile application.
  • Transmit other content access difficulties.

The communications will be received and transferred by the General Directorate of Digital Services and Citizen Experience, of the Department of the Presidency, as the Unit Responsible for Web Accessibility in the regional area.

Requests for accessible information and complaints

To make requests for accessible information and complaints (article 12 of Royal Decree 1112/2018) you must access the “Accessible content” procedure and follow the “Request accessible information or make a complaint” modality.

Any natural or legal person can make complaints regarding compliance with the requirements of Royal Decree 1112/2018 and request information regarding content that is excluded from the scope of application of this regulation.

Requests and complaints are registered in accordance with the requirements established by Law 39/2015 of October 1, on the Common Administrative Procedure of Public Administrations.

Application procedure

The application procedure included in article 13 of Royal Decree 1112/2018 can be started in the “Accessible contents” procedure through the “Reclaim a request” modality.

If your request for accessible information is denied, you disagree with the decision made, or the response does not meet the requirements of article 12.5 of RD 1112/2018, you can file a complaint to:

  • Know and oppose the reasons for rejection.
  • Request that the appropriate measures be taken in the event that you do not agree with the decision taken.
  • State the reasons why you consider that the answer does not meet the required requirements.

A complaint can also be initiated if 20 working days have passed without obtaining any response.

Complaints are received and processed by Department of Climate Action, Food and Rural Agenda as the hierarchical superior of the Responsible Unit for Accessibility (URA) of the Meteorological Service of Catalonia.

Other information

  • Despite working correctly on most screens, some errors have been identified when using the screen reader (TalkBack) or other help tools, and there may be difficulties in navigating and interpreting changes in some elements of the screen.
  • There is a gesture -swipe- which by its nature cannot be performed when using support tools such as screen readers or keyboards but there is an accessible alternative method that performs the same action as this gesture.
  • Accessibility may be reduced in some terminal models, due to the modifications in the system given by the customizations of the manufacturer or the operator.

The commitment of the Meteorological Service of Catalonia for accessibility

The meteocat application has been built with the aim of facilitating universal access to all people who consult it regardless of their physical, sensory, or intellectual abilities, and the technical context in which they use it (type of device, connection speed, environmental conditions, etc.).

Therefore, we work with the objective of adapting the mobile application to the recommendations of the World Wide Web Consortium (W3C) to eliminate barriers that hinder access to information and communication.

The commitment of the Meteorological Service of Catalonia is to achieve the ‘Double-A’ (AA) level of conformity, as required by European and national legislation for public administrations.

Directive (EU) 2016/2102 of the European Parliament and of the Council of October 26, 2016 establishes the standards required of member states so that all public sector websites and mobile applications, regardless of the device used to access them, comply with the accessibility requirements set out in standard EN 301 549 v3.2.1 (March 2021), on suitable accessibility requirements for the public procurement of ICT products and services in Europe.

Standard EN 301 549 v3.2.1 is based primarily on the Web Content Accessibility Guidelines (WCAG) 2.1, of August 2018. Specifically, compliance with level AA is required. However, the standard also has other additional, mandatory, and conditional requirements.

The directive is mandatory but not directly applicable, so at the national level, a royal decree has been developed that develops the scope and requirements, at least. The national transposition is Royal Decree 1112/2018, of September 7, on the accessibility of websites and applications for mobile devices of the public sector.
